Clarification Regarding Pre-Payment of 2018 Property Taxes
Residents have inquired as to the ability to pre-pay 2018-2019 Village Taxes prior to December 31, 2017.  Unfortunately, as set forth below, this is not possible at this time.
Governor Cuomo issued an executive order on Friday, December 22nd regarding pre-payment of 2018 property taxes. This executive order temporarily lifts certain provisions of State and County tax laws. The executive order makes specific reference to the issuance of warrants by Towns and Counties after adoption of the budget and prior to December 31, 2017, and also to authorize collection of such taxes upon delivery of such warrant. There is no reference to Villages or School Districts in the executive order.
After consultation with Village counsel and discussion with the New York Conference of Mayors (NYCOM), it is clear that the executive order only accelerates the issuance of tax warrants in circumstances where all other requirements (such as an adopted budget) have already been met. The executive order applies only to municipalities with a fiscal year beginning on January 1.
An adopted budget is required before a tax warrant can be issued. For municipalities like the Village of Croton-on-Hudson, who follow a fiscal year beginning June 1, the budget will not be adopted until April. The required process for the preparation and adoption of a Village budget, including noticed public hearings, has not been waived by this executive order.
Therefore, the Governor’s executive order does not change our eligibility to accept 2018 pre-payments of Village property taxes.

Property owners can choose to pay the second half of their 2017-1018 School taxes before the end of 2017. Property owners should inquire directly with the Town of Cortlandt regarding its acceptance of 2018 prepayment of Town taxes.
